Saeima reiterates the need to provide all necessary support to Ukraine

The Saeima reiterated Latvia’s unwavering support for Ukraine’s integration into the European Union and NATO, underlining Ukraine’s rightful place within the family of European democratic nations. In a statement  adopted on 30 October, the Saeima commended Ukraine’s reforms and progress achieved in continuing its fight against Russia’s military aggression, and reiterated the call to use all possible means to support Ukraine in its struggle for the security of its own State and of all Europe.

Members of the Saeima urged the European Commission and the Council of the European Union to immediately begin the opening of accession negotiations with Ukraine and Moldova, thereby acknowledging the progress that Ukraine has made despite Russia’s war of aggression. In its statement, the Saeima affirms that Latvia is ready to provide Ukraine with the support it needs to carry out reforms and advance towards full EU membership.

The Members of Parliament also called on EU member states to reach an agreement on the full-scale use of frozen assets of the Russian Central Bank to support Ukraine, including in the military and reconstruction fields.

Parliamentarians emphasised the importance of sanctions that restrict Russia’s access to resources and technology and welcomed the agreement reached at the European Council meeting of 23 October 2025 on the 19th package of EU sanctions that target Russia’s energy, financial services, and military-industrial sector companies, provide for a complete ban on imports of Russian liquefied natural gas, and impose further restrictions on its shadow fleet.

The MP's also called on the European Commission and EU member states to further strengthen sanctions against Russia by developing new proposals to restrict Russia’s trade in energy resources, which includes targeting the shadow fleet ecosystem, to weaken Russia’s financial sector, to deny it access to technologies and services developed in Europe, and to prevent sanctions evasion.

In its statement the Saeima called on partners to immediately provide Ukraine with all necessary military assistance, including effective air defence systems and long-range weapons, and to allow Ukraine to use these weapons as it deems necessary for self-defence, including without restrictions against legitimate targets located on Russian territory.

The Saeima affirmed Latvia’s readiness, together with Ukraine and other partners, to ensure the a safe return home for Ukrainians repatriating to Ukraine, especially deported children and called on partners to implement the approach of “peace through strength” in order to achieve a just and lasting peace in Ukraine, the document stated.
