On Wednesday, 1 April, the Saeima supported in the final reading joining the Convention establishing an International Claims Commission for Ukraine. The Claims Commission shall be an international institution reviewing claims for compensation of the damage caused by Russia to Ukraine.
The Commission shall review claims for compensation of damage, loss, or other violations against Ukraine, and shall determine the amount of compensation for each individual claim. Claims may be submitted by both natural and legal entities, as well as the State of Ukraine.
The International Claims Commission for Ukraine shall operate as an independent institution within the framework of the Council of Europe. The establishment of the Commission will be the next step in developing a compensation mechanism following the Register of Damage for Ukraine, which has been receiving and documenting the damage caused to Ukraine and its people since 2 April 2024.
The Commission will be an important step, however, to ensure full operation of the mechanism, a compensation fund will need to be established to ensure that compensations are paid.
The Convention was signed in The Hague on 16 December 2025. In order for the Convention to come into force, it has to be ratified by at least 25 countries.
