Born 10. 02. 1942. Ludza district, Latvia
Education 1959: graduated from Construction College
1970: graduated from Riga Polytechnical Institute
1978: graduated from Moscow Academy of Social Sciences
Private career 1959–1962: technician/constructor at the state farm Nīkrāce, Skrunda District; employee at the Riga Agricultural Engineering Institute
1962–1965: served in the Soviet armed forces
1970–1974: senior lecturer at Riga Polytechnical Institute
Political career 1974–1988: member of the Riga Office of the Central Committee of the Latvian Communist Party
1988–1990: Chairman of the Presidium of the Supreme Council of the Latvian SSR
1990– 1993: Chairman of the Supreme Council of the Republic of Latvia, elected from the Popular Front
1993–1995: Speaker of the 5th Saeima, elected from the Latvijas Ceļš (Latvia’s Way) party; member of the Standing Committee on Economy
1995: member of the 6th Saeima, elected from the Latvijas Ceļš (Latvia’s Way) party; member of the Committee on Economy, Agriculture, Regional Affairs and Environment; member of the Central Land Committee; chairman of the Committee on European Affairs (from February 1996)
1996–1998: Deputy Prime Minister, Minister for Environmental Protection and Regional Development, chairman of the Latvian delegation to the Latvian–Russian Intergovernmental Committee
1998–2002: Deputy Prime Minister, Minister for Transport, chairman of the Latvian delegation to the Latvian–Russian Intergovernmental Committee
