Accreditation

Accreditation to work in Latvian state bodies is granted to foreign media representatives by the Ministry of the Foreign Affairs. How can one obtain permanent accreditation?

 

In order to work inside the Saeima, one can also obtain one-day accreditation. To do so, please phone at +371 67087244 or apply for accreditation in advance via e-mail prese@saeima.lv. The application should contain your name, surname, ID number, name of the media, and the date for which accreditation is needed. The accreditation card can be picked up at the Saeima Pass Division (Mazā Trokšņu iela 2, Riga) upon presentation of the press pass and ID.

Wearing the accreditation card

While inside the Saeima premises, media representatives should prominently display their accreditation card fastened to their clothes. For your convenience, one-day accreditation cards are distributed together with plastic clips. When leaving the Saeima, please return those clips to members of the Security Service at their station.

 

Press room (Jēkaba ielā 16, room no.101)

Media representatives at the Saeima may use the Press Room, which is equipped with Internet-connected computers.

 

Wireless Internet

All the Saeima premises, including the Plenary Chamber, have wireless internet connection. In order to use the Internet, no password or access code is needed.

Copyrights

Pictures and video material which are published on the Saeima webpage, included in Saeima’s publications and informative materials, uploaded on the official picture account of the Saeima on Flickr.com, and on the Saeima channel on the YouTube (hereinafter – audiovisual material) are the property of the Saeima Chancellery and are subject to the Copyright Law.

Audiovisual material can be copied, reproduced, published, stored, archived, and distributed without consent of the right-holder if it is done for informative, educational or research purposes, for analytical reviews or for news releases.

 

Audiovisual material used for the above-mentioned purposes can be modified and processed unless such modification or processing discredits the Saeima and the people appearing in the material or misleads the viewer about the circumstances in which the material has been taken; moreover, the material cannot be used for advertising purposes.

 

When publishing the audiovisual material, it is mandatory to give credit to the right-holder, i.e., the Saeima.
Disregarding these regulations will be considered a violation of copyright and property rights. The violator will be held criminally or administratively liable in accordance with the law, depending on the nature of the copyright violation and relevant consequences.

 

When publishing audiovisual material electronically, it is desirable to include a hyperlink to the source – for example, the Saeima webpage, the parliament’s account on Flickr.com or its channel on YouTube.

 

Use of audiovisual material for other purposes should be coordinated with the Public Relations Department of the Saeima by sending an e-mail at prese@saeima.lv.


 

Work at the Saeima sittings

Information on the course of the sitting, its agenda items, related documents, and debate procedures can be obtained from staff members of the Press Service. Upon request, the Press Service can also provide journalists with printouts of the votes cast by MPs and transcripts of the sitting.

Mass media representatives accredited to the Saeima during open sittings of the Saeima have the right to stay in the visitors’ gallery of the Saeima Plenary Chamber, but only photographers and cameramen representing the mass media are allowed in the MPs’ section of the Plenary Chamber.

During open sittings of the Saeima, photographers and cameramen are allowed to take pictures or make video recordings from the rear part of the Plenary Chamber alongside the windows. However, during secret balloting, it is prohibited to take pictures or make video recordings (cameras should be switched off), and media representatives are not allowed in the MPs’ section of the Plenary Chamber.

Staff members of the Saeima Public Relations Department, in cooperation with the Saeima security officers, may allow the taking of pictures or making video recordings for a short time (up to five minutes) during open sittings of the Saeima from the visitors’ gallery of the Plenary Chamber unless it disturbs those who are in the visitors’ gallery of the Plenary Chamber.

Photographers and cameramen are allowed to enter the MPs’ section of the Plenary Chamber only through the visitors’ gallery of the Plenary Chamber.

Interviewing and making video recordings for the reporters’ visual material during the open sittings of the Saeima must be made outside the Plenary Chamber.

Media representatives should fasten their accreditation card to their clothes in an easily visible place.

Media representatives are not allowed to enter the Plenary Chamber in their outerwear.

While staying in the Saeima Plenary Chamber, one must be quiet and avoid disturbing the work of MPs or speaking on the mobile phone. Media representatives should follow the instructions of the staff members of the Public Relations Department and the Security Service.

If these rules are breached, the staff members of the Public Relations Department and the Security Service have the right to reprimand the relevant media representatives or, depending on the nature of the violation, banish them from the Saeima Plenary Chamber.
